Elsevier Open Publishing Program 2022-2024
Update October 23, 2024: the program was halted after the pool of 1013 articles for 2024 was exhausted, and is scheduled to resume in the first quarter of 2025 after a new Elsevier contract is signed. The program will include articles submitted to journals as early as 2025.
In January 2024, Elsevier’s open access publishing program was relaunched with a pool of 1013 articles, with a change in the list of journals covered by the program. Elsevier’s 2022-2024 National License Agreement covered only Program A, the publication of a limited number of articles that are exempt from the Article Processing Charge (APC). Eligible for the program were articles that were sent to journals in 2024 and were reviewed and accepted for publication before the pool was exhausted, but no later than the end of 2024.
The program is designed for correspondence authors affiliated with institutions that are covered by Elsevier’s national license and have set up an administrative account in the Elsevier Open Access Platform (EOAP) system to verify the affiliation of their authors. It is required that the correspondence author include this affiliation on the title page of the article, and it can be one of the correspondence author’s multiple affiliations listed in any order.

The program includes the following article types: Case Reports, Data, Full Length Articles, Micro Articles, Software, Reviews, Replication Study, Short Communications, Short Surveys, Videos, Practice Guidelines i Protocols, see description of types.
Fees covered by the program
The only fee covered by the program is the Article Processing Charge (APC). Authors publishing in program are exempt from the APC charge, which is presented by Elsevier in the Rigts and Access form as a 100% discount. Catalog APC prices (without discount) are available on the publisher’s website, but this price list only provides information for the basic Full Length Article type, and does not take into account additional discounts to APCs that may be applied by editors. Binding APC price information for an article before and after the discount from the program is visible to the author as soon as the article is accepted for publication in the Rights and Access form.
Some journals charge additional fees, such as Page Charges, Manuscript Acceptance Fee (Submission Fee), or for additional services that may be requested by the author (prints, printed color drawings, etc.). These fees are not indicated on the Rights and Access form, where only the APC fee is indicated. Additional charges are billed between the journal and the author on a separate invoice. The Page Charges fee applies regardless of the open-access or subscription model of publication and, according to the March 2021 information, is applied by more than a dozen journals: list, but the author should check the current policy on the website of the respective journal.
Article submission for the program
You can apply to the program after your article has been accepted for publication in an Elsevier journal by filling out an online Rights and Access form, to which you receive a link by email from the publisher. The form should indicate the institution, which should match the affiliation or one of the affiliations assigned to the corresponding author on the title page of the article. If the article is eligible for the program and the pool of this program is not exhausted at the time of filling out the form, the form will display the option to waive the APC fee. Note: presentation is intended only for institutions eligible for Elsevier’s open publishing program and can be downloaded only from the IP numbers of SGGW or from IPs of other academic institutions registered in the Virtual Library of Science (WBN).
If you choose the open publication option, the author must also select the CC BY or CC BY-NC-ND license type later in the form, as well as CC BY-NC in some journals. This is the author’s choice, but it should be noted that the Creative Commons Attribution CC BY license is recommended by Plan S, to which NCN, among others, is a signatory. Moreover, according to the open access policy adopted by NCN in May 2020, covering projects whose funding and implementation agreements will be signed after January 1, 2021, it is required that publications containing the results of research funded under these projects be available under a CC BY license. The Corresponding Author is not required to subscribe to program and may choose the traditional free (no APC) publication of an article (the ‘subscription’ option, which only applies to hybrid articles), or may choose to do so after receiving notification of rejection from the program (if the article is to be published in a hybrid journal). For this purpose, immediately after receiving such information, he should contact Elsevier at support@elsevier.com and report his intention to change the publication model. In any such case (even if the open article has already appeared online) Elsevier will provide the author again with a form in which to choose a subscription model. Failure to use open access by the author will not result in any limitation of access to the program in the future.
Verification of articles submitted to the program
After the author selects the option of open publication in the program, the article will be sent for verification, after which the author will receive another email with information about the result of verification.
